Resilience assessment: methodological challenges and applications to critical infrastructures

This report is the result of the 63rd ESReDA Seminar, entitled “Resilience assessment: methodological challenges and applications to critical infrastructures.” It was prepared on the basis of the event held at the European Commission's Joint Research Centre (JRC) in Ispra, Italy, on October 25 and 26, 2023.

The event addressed resilience issues in various infrastructure sectors, including energy (electricity, gas, hydrogen), transport (rail, road, air and maritime), critical infrastructure, networks, urban development, the public sector and government. The aim was to discuss resilience to cope with different risks, such as technical failures, natural events, intentional attacks and emerging threats, including hybrids. The seminar brought together experts from various fields to share theories, concepts and methodological experiences. The documents contain 3 plenary speeches and 25 full papers or extended abstracts.
