Niinistö Report: Safer Together Strengthening Europe's civilian and military preparedness and readiness
The Niinistö Report, prepared by Sauli Niinistö, former President of the Republic of Finland and currently Special Advisor to the President of the European Commission, presents a comprehensive and integrated vision to address the interconnected challenges of preparedness, readiness, security, defense and resilience.
The document sets out 80 practical recommendations for strengthening civil and defense response capabilities in the European Union, with a view to responding effectively to adverse scenarios resulting from natural or man-made disasters, including extreme weather events and military threats.
Focusing on the deterioration of the global threat landscape, the report emphasizes that, despite the progress made and the resources available at Union and Member State levels, it is crucial to expand preparedness and response capabilities to face the worst possible scenarios.
