European Strategy for a Union of Preparedness: preventing and responding to emerging threats and crises

The European Commission and the High Representative have launched the European Strategy for a Union of Preparedness, with the aim of supporting member states and strengthening Europe's ability to anticipate and respond to emerging threats.

This initiative comes in a context in which the European Union is facing increasingly complex crises and challenges that are impossible to ignore. These include worsening geopolitical tensions and conflicts, hybrid and cyber threats, disinformation campaigns and foreign interference, as well as climate change and the increase in disasters. In view of this, it is essential that the EU is able to protect its citizens and guarantee the functioning of services that are essential to democracy and everyday life.

The strategy proposes 30 priority actions accompanied by a detailed action plan, with the aim of realising the defined objectives and fostering a ‘culture of preparedness from the ground up’ in all EU policies.

EU Stockpiling Strategy: Boosting the EU's material preparedness for crises situations

The EU Stockpiling Strategy is an initiative of the European Strategy for a Union of Preparedness that brings together all existing actions related to stockpiling. The main objective is to guarantee access to essential goods throughout the Union, covering emergency supplies, medical countermeasures, critical raw materials, energy equipment and, potentially, agri-food products and water security.

This strategy is crucial in the face of an increasingly complex security scenario, marked by geopolitical tensions, hybrid attacks and cyberattacks, as well as foreign interference. Climate change and environmental degradation are intensifying extreme weather events, while the COVID-19 pandemic has exposed vulnerabilities in supply chains and health services. Although responsibility for emergency stocks is primarily national, EU member states face similar challenges, which opens up space for collaboration and sharing experiences to ensure timely access to essential goods.

Medical Countermeasures Strategy

The Medical Countermeasures Strategy is yet another action by the European Commission as part of the Union's Preparedness agenda, aimed at strengthening the response to health crises. Faced with an increase in disease outbreaks and antimicrobial resistance, aggravated by factors such as climate change and geopolitical challenges, the strategy seeks to accelerate the development and accessibility of essential medical tools. The main actions include promoting new generation vaccines, new antibiotics, antivirals and improving access to countermeasures to nuclear, biological, chemical and radiological (NBCR) actions.

In addition, the strategy seeks to boost surveillance and information, accelerate innovation through partnerships and research programmes, and ensure scalable production of medicines. Global and intersectoral collaboration is emphasised, including civil-military preparedness and the involvement of society.
