CNPCE promotes reflection session on Strategic Reserves

On March 21, the National Council for Civil Emergency Planning (CNPCE) organized a reflection session dedicated to the theme “Strategic Reserves” at the headquarters of the National Emergency and Civil Protection Authority (ANEPC). The initiative brought together 38 participants from 25 entities, including CNPCE members, their representatives, and members of the Emergency Planning Committees (CPE).
The session aimed to promote the sharing of information on models for the constitution and management of strategic reserves, with contributions from experts in the Energy, Water and Waste, Health, and Agriculture and Food sectors. The CNPCE provided the European framework for the topic, also presenting international best practices.
Among the main points discussed was the disparity in regulation between sectors. While Energy and Health have well-established and regulated systems, the Water and Food sectors face challenges, such as the absence of a legal framework. The need to define strategic goods, storage capacity, and financing models was emphasized, also considering the possible involvement of the private sector.
This reflection is particularly relevant in light of the new Strategy for a Union of Preparedness (JOIN 2025/130), presented by the European Commission, which proposes a joint approach at European level for the establishment of strategic reserves. This perspective represents an additional opportunity to strengthen national resilience in the face of future crises.
