Commissions

Context

Within the context of the National System, there are nine emergency planning committees, which are sectoral civil emergency planning bodies. Their functions include proposing draft legislation and plans that reflect the civil emergency planning policies of their respective sectors and identifying the public or private entities that should be involved in civil emergency planning, defining the tasks to be performed and promoting studies for their adaptation to crisis situations.

Nine committees have been established for the following sectors: Water and Waste; Agriculture and Food; Cybersecurity; Communications; Energy; Health; Air Transport; Maritime Transport; and Land Transport.

The commissions are composed of a chair, a vice-chair and members appointed by order, and report to the member of the Government responsible for the respective area and, functionally, to the chair of the CNPCE.

As part of their duties, the Commissions also ensure representation in similar groups within the North Atlantic Treaty Organisation (NATO).
