National Civil Emergency Planning System
The National Civil Emergency Planning System, created by Decree-Law no. 43/2020, of 21 July, aims to "guarantee the organisation and preparation of the State's strategic sectors to deal with crisis situations, with the aim of ensuring, in particular":
a) The freedom and continuity of government action;
b) The regular functioning of essential state services;
c) The safety and well-being of the population.
The system includes the National Civil Emergency Planning Council (CNPCE) and nine (9) emergency planning committees.
The CNPCE is a body responsible for coordinating and supporting the government in matters of civil emergency planning. It operates under the direct supervision of the Prime Minister or, as delegated by him, the member of the government responsible for internal administration. The president of the National Emergency and Civil Protection Authority (ANEPC) is inherently the president of the CNPCE.
The system includes the National Civil Emergency Planning Council (CNPCE) and nine (9) emergency planning committees.

The emergency planning commissions are sectoral civil emergency planning bodies and, among other competences, they draw up and submit to the CNPCE draft legislation and plans that reflect the sector's civil emergency planning policies:
Water and Waste Emergency Planning Committee
Agriculture and Food Emergency Planning Committee
Cybersecurity Emergency Planning Committee
Communications Emergency Planning Committee
Energy Emergency Planning Committee
Health Emergency Planning Committee
Air Transport Emergency Planning Committee
Maritime Transport Emergency Planning Committee
Land Transport Emergency Planning Committee
Legislation in force:
Decree-Law no. 45/2019, of 1 April
Approves the organisational structure of the ANEPC. Article 36 refers the SNPCE to a separate statute.
Decree-Law no. 43/2020, of 21 July
Creates the National Civil Emergency Planning System.
In addition to these two pieces of legislation, there are also the Orders appointing the chairmen and vice-chairmen of the committees, as well as the Joint Orders appointing the members of the committees.
