EU Integrated Resolve (PACE)
EU IR (PACE) is a joint exercise organised by the European Union, held every two years in even-numbered years. A command post exercise (CPX) conducted under the joint leadership of the Council of the European Union, the European Commission and the European External Action Service, the exercise simulates the management of complex crises in hybrid scenarios.
The main focus of EU IR (PACE) is on cross-border crisis management, characterised by accelerated dynamics and with internal and external implications that aim to test the decision-making of Member States and European institutions, as well as strengthening cooperation with the North Atlantic Treaty Organisation (NATO), namely within the framework of the Parallel and Coordinated Exercises (PACE) concept.
The aim of the PACE concept is to develop and improve coordination procedures between European Union and NATO entities. This alignment is essential to ensure integrated action in the conduct of civilian or military missions and operations under the Common Security and Defence Policy (CSDP).
The importance of the participation of the National Civil Emergency Planning Council (CNPCE) in this type of exercise should be emphasised, given that its remit, in conjunction with the Emergency Planning Committees, includes:
Ensuring the preparedness and readiness of strategic sectors;
Representing and supporting national participation in international activities in the field of civil emergency planning;
Organising or participating in exercises and training related to its area of activity.
The integration of the CNPCE in this type of exercise is particularly valuable, as the objectives of these exercises are directly aligned with its mission and competences. As an advisory body with tasks carried out in close collaboration with national and international organisations, the CNPCE strengthens national resilience in simulated scenarios, as well as testing the effectiveness of inter-institutional and inter-agency cooperation.
